An arrest warrant was filed Tuesday for a Cape Girardeau man accused of choking his former girlfriend until she passed out, then stealing her phone. 32-year old Brian Eugene Clemons Jr. of Cape Girardeau is charged with felony second-degree domestic assault. About 7 p.m. Nov. 8, the victim told Cape Girardeau police officer Amanda Rhodes she invited Clemons into her apartment, and they began to argue. The victim said Clemons slapped her in the temple, and when she fell on the bed, he began choking her 4 times. The victim was able to get away from the apartment, but only after Clemons said he would kill her and he had stolen her phone. The victim had visible injuries to her neck. Clemons was found guilty of domestic assault in 2008, 2010 and 2013.
